What is the Public/Private toggle in the Location Details Page?

What is the Public/Private toggle in the Location Details Page?

At the top right of the Location Details Page there is a toggle with “Public” and “Private” options. The Public toggle remains disabled with a hover message showing “Public Charging coming soon”.
